Summary:
NIM OP canceled due to transportation accident. Both OPCOM and OP Ex were unable to attend OP. 19 years of POGOEM motivated remaining team to hold alternate OP at new location. Property of one Cimmerian / OP attendee selected, adjustment of OPORD to new AO made, change in location communicated to all but one registered was made. OP held with 7 attendees, one senior Cimmerian and three new Cimmerians. Donation waived.
Excellent response to accident, among several Cimmerian leaders and OP participants, resulted in preservation of POGOEM. Thanks to new members for welcoming Cimmerians to their property at the last minute. PLIGS and also importantly Organizations in good standing as always contribute to the quality of our OP. Fortunately a Senior member was able to attend to provide operational consistency. The missions went ahead as planned, slightly adjusted to fit the new AO.

Pre-OP COMMUNICATION
At least 2 Cimmerians were interested in participating in NIM but did not know how to apply. Logistics of the NIM were not understood by two NIM participants, i.e. in light of the sequence of logistical events, how should one pack?
Analysis and Recommendation - current system and procedure for operational planning excludes the majority of Cimmerians due to unwillingness to engage via current communication tools and the significant amount of 'offline' communication (email, etc.). Either each new Cimmerian needs to be better trained and indoctrinated into the system, or a more accessible communication system needs to be introduced.
ACCIDENT -
Vehicle with boat trailer rear-ended in snowy drive from NV to CA. OPCOM, CPT, Senior Cimmerians made several calls to work out solution.
Snowy conditions are not new to the Cimmerians. The accident was not preventable other than through avoidance of the OP, which is not a solution. The availability of several Cimmerians via phone was instrumental in handling this emergency. Recommendation - Senior Cimmerians unable to attend OP can volunteer to be responsible for communication during transportation, etc., while OPCOM is 'off the net'.
Because one Cimmerian had access to the registration list in an email loaded in a mobile phone, individual registrants were each called and told directly of the AO change. Considering the significance of moving an AO to an entirely different county, this was pretty important. It is recommended to have this list posted in an easily accessible place for each OP, so each member has ability to contact any registered in the event of an emergency or delay.
AO -
Having alternate AO was instrumental in maintaining POGOEM. How often is the OP at risk for unexpected loss of access to an AO? For example, other users in the area?
Recommendation - make AO information more accessible to members, including maps and descriptions, to increase flexibility for executing OP. 'Complete' specific AO information should accompany go-box.
Size of the Draex field was adequate for the relatively small size of the OP. Recommend maximum number of attendees at less than 20 to provide experience consistent with a Cimmerian OP.

Senior Cimmerian was required to provide most thorough safety briefing. New Cimmerian 'just interested' in the background of the OP enabled preservation of the original intent of the OP and to provide OP briefing, since neither OPCOM or other Senior Cimmerian involved in planning were able to attend. Recommendation - increase accessibility to 18_Zulu operational communication to increase the number of well-briefed attendees at the OP.
Lack of 'digital access' to Safety Brief script or other standard operational resources reduced quality of brief. Recommend increasing accessibility to document contents.
